The U.S. Embassy in Jakarta is seeking an individual for the position of Engineer in the Facilities Maintenance Unit (FMU).
BASIC FUNCTION OF POSITION:
The incumbent serves as the Mission Chief Engineer and Maintenance Director, under the direction of the Facility Managers in the Facilities Maintenance Unit. Incumbent has extremely intensive management, work allocation, project management, and COTR (Contracting Officer’s Representative) responsibilities in planning and implementing the entire engineering and maintenance portfolio of the Mission. The position requires a high degree of analytical skill, often involving tough decision making in both technical and management areas. The incumbent often must make decisions without the advice and support of superiors, especially during emergency situations which might involve physical danger to the Mission and/or, its personnel. H/she manages an engineering staff of one professional engineer, a maintenance superintendent, maintenance inspectors, six supervisor-level personnel, and a subordinate’s staff of some 80 tradesmen. The incumbent has COTR responsibilities over as many as 150 contract workers during the peak housing make-ready season. H/she serves as Mission representative for property negotiations, interaction with Ministries relating to property, construction, and engineering issues. H/she provides regional support to, East Timor, Consulate Surabaya, The American Presence Post in Medan, and the Consular Agency in Bali.
QUALIFICATIONS REQUIRED:
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.
Bachelor Degree (S1) in an Engineering discipline with
professional certification as Professional Engineer is required.
2.
Ten (10) years experience as an Engineer in large scale
construction projects with multi- national firms, with the most recent five
years showing progressive responsibility in the management of a large
maintenance and/ or engineering department is required.
3.
Level IV (fluent)
in speaking/reading/writing both in English and Bahasa is required.
4. Must possess experience in negotiating difficult, large scale, property issues and construction projects. Must be adept at managing a large department with conflicting project needs and priorities. Must have strong background in negotiations, conflict management, budget development and administration, design analysis, and other engineering areas.
5. Must be adept at conflict resolutions, have excellent analytical skills. Must have the ability to develop detailed, complex presentations using Power Point, Microsoft Excel, AutoCAD, and other computer software. Must be able to field multiple tasks simultaneously
